What is FuelEU Maritime?
FuelEU Maritime (Regulation (EU) 2023/1805) sets a limit on the greenhouse-gas intensity of the energy a ship uses — measured well-to-wake, in grams of CO₂-equivalent per megajoule — for voyages involving EEA ports. It applies to ships of 5,000 gross tonnage and above from 1 January 2025. Miss the limit and a penalty applies. This tool estimates that penalty.
How is the penalty calculated?
The yearly limit is the 91.16 gCO₂e/MJ baseline reduced by the year’s factor (2% from 2025, rising over time). Your compliance balance is the gap between the limit and your attained intensity, multiplied by the energy you used. If you are over the limit, the deficit is converted to tonnes of VLSFO-equivalent energy and charged at €2,400 per tonne — with a multiplier of 1+(n−1)/10 for consecutive years of non-compliance.
What attained GHG intensity do I enter?
Your well-to-wake figure from your verifier or fuel mix, in gCO₂e/MJ. It is not simply the CO₂ of the fuel — it includes upstream emissions and methane and nitrous oxide, which is why conventional oil fuels sit close to the 91.16 baseline. The tool cannot derive it for you, so enter the verified value.
What if I am under the limit?
Then you have a compliance surplus, not a penalty. The tool shows the surplus, which under FuelEU can be banked to a later period or pooled with other ships. This estimate does not model banking or pooling — it shows the single-ship position.
Does this tool send my figures anywhere?
No. Everything is calculated in your browser. What you enter is never transmitted, logged or stored, and there is no sign-in.
