The tightening triangle for bulkers: CII, biofouling and ballast water
For dry bulk carriers, carbon-intensity ratings, new biofouling regimes and a revised ballast water record book are converging into one continuous compliance burden — one that idle time and tramp trading make harder to manage.
Dry bulk carriers are being squeezed by three regimes that used to be treated separately and are now converging. The Carbon Intensity Indicator (CII) rates each ship of 5,000 GT and above from A to E on its annual operational carbon intensity, with the required reduction factor tightening year on year. A hull colonised by biofouling raises drag, burns more fuel and pushes a ship toward a worse rating — so hull cleanliness is now a decarbonisation matter, not only a maintenance one.
Biofouling has simultaneously become a port-entry issue. From February 2026, Brazil requires vessels over 24 metres to carry a biofouling management plan and record book and to meet strict hull-cleanliness thresholds when entering or moving between its defined biogeographical regions. With in-water cleaning capacity limited at many ports, DNV has flagged real operational consequences for owners caught between a fouling limit and a berth window. A separate, legally binding IMO biofouling framework began development in 2026.
Ballast water adds the third side. From 1 October 2025 ships must keep a revised ballast water record book using standardised operation codes A–H and move to an electronic format aligned with IMO guidance; port state control now examines correct use of that format and the documentation of any system bypass or malfunction. For bulkers the pressure is sharper than for liner tonnage: long waits at anchorage and loading roads accelerate hull fouling, and tramp trading means voyage patterns and speeds are hard to optimise for a good CII score.

A biofouling record book, a ballast water log and a CII trajectory all demand the same thing: a continuous, queryable record of hull condition and operational data that a surveyor or port-state officer can trust on arrival. The operator who keeps that memory current answers three regimes with one discipline; the one who reconstructs it at the gangway is exposed on all three.
