New Implementing Regulation Updates Marine Equipment Standards

According to a notice from classification society DNV, the European Union has published the 10th Implementing Regulation (EU) 2026/1434, amending the Marine Equipment Directive (MED) 2014/90/EU. Dated 30 June 2026, the regulation enters into force on 31 August 2026 and replaces the 9th Implementing Regulation (EU) 2025/1533.

DNV notes the update is relevant to manufacturers, designers, shipyards, and owners of EU-flagged vessels.

No New Equipment Categories, But Standards Are Revised

The regulation does not introduce any new MED equipment items. Instead, it updates design, performance, and testing requirements across a broad list of existing marine equipment. Items affected include rigid-inflated rescue boats, several flame-arresting devices for tanker cargo tanks, portable gas detection equipment, fixed water-based fire-fighting system components, propeller revolution indicators, track control systems, gyro compasses, and a wide range of GMDSS and radio communication equipment such as VHF and MF/HF radios, NAVTEX and EGC receivers, EPIRBs, and Inmarsat-C ship earth stations.

Separately, MED item 3.42a, covering whole inert gas systems, has been removed from the certification list, meaning MED certification for that item is no longer available.

Transition Period and Certification Timeline

Equipment already compliant with national type-approval requirements prior to 23 September 2025 may still be placed on the market and installed on EU ships until 23 September 2028. However, manufacturers must ensure their products meet the updated regulation from 31 August 2026 onward.

Any Declarations of Conformity issued after that date must reference the 10th Implementing Regulation. DNV notes that some products may require new or additional testing before updated MED certificates can be issued, and that its notified bodies will issue certificates under the 10th Implementing Regulation following a positive outcome of the EC assessment procedure.

Recommendation for Manufacturers

DNV advises manufacturers to compare their existing products against the revised design, construction, and performance requirements, as well as the updated testing standards, and to review the full text of the regulation as published in the Official Journal of the EU.

Apeks view — This is a paperwork-and-testing exercise more than a technical shakeup: no new equipment categories, but revised performance and testing baselines mean existing type approvals can quietly go stale. For owners and technical managers, the practical task is verifying that Declarations of Conformity and certificates on board actually reference the correct Implementing Regulation and fall within the transition window, rather than assuming legacy paperwork remains valid. Tracking which equipment needs updated certification, and when, is the real operational risk here.
