IMO Net-Zero Framework: a global carbon price heads to a December vote
The first framework to combine emission limits with sector-wide carbon pricing in shipping goes to a vote at an extraordinary session on 4 December 2026. Ships above 5,000 GT are in scope; earliest entry into force is March 2028.
The IMO Net-Zero Framework — the first to combine global emission rules with sector-wide carbon pricing in shipping — is back on the table after a delay. Following an MEPC meeting held in late April to early May, adoption of the framework will be voted on at an extraordinary session on 4 December 2026 (subject to MEPC 85 confirmation).
The framework covers all ocean-going ships above 5,000 GT — a fleet responsible for more than 85% of global shipping emissions. If adopted, the earliest entry into force is 1 March 2028.
Apeks view — The outcome will be settled in December, but the direction is already clear. Carbon price or not, every scenario leads to the same door: you will have to keep your fuel consumption, your emission intensity and the evidence for both per vessel, in an auditable form. This is not an environmental debate but a data-discipline question — and early movers win.
