FuelEU Maritime’s first verification period closed in 2026: verifiers reported vessel compliance balances by 31 March, companies decided how to bank, borrow or pool any surplus or deficit by 30 April, and penalties were settled in the 1 May–30 June window.
The penalty rate is €640 per tonne of CO₂ equivalent, and consecutive non-compliant years multiply it. Early industry experience: pool prices ran below a third of the penalty rate — for a vessel in deficit, pooling meant roughly 60–70% savings versus paying the penalty.
Apeks view — For any ship calling at the EU, FuelEU is no longer theoretical; it is a cash-flow line item. Pooling costing three times less than the penalty tells you this: the operator who gathers compliance data early and accurately makes the April decision from a position of strength, while the one who leaves data to the last minute is a price-taker at the table.
